Install roll pin (14) through the collar assembly. Install roll pin (14) through the shaft assembly.
Install one flat washer (13) on the shaft. Install bevel washers (15) on the shaft. Install the other flat washer (13) on the shaft. Install nut (16) on the shaft.

Put the lever assembly in position on the housing and install shaft (17) with the hole in the shaft in alignment with hole (18) in the housing.
To hold shaft (17) in place, install the roll pin.
Connect rod (19) to lever (18) .

Place bail (20) in position on the housing behind the direction control rod (21). Install pin (22) that holds the bail in place. Install the cotter pin in pin (22) .

Put lever assembly (24) in position on the housing and install pin (23) with the hole for the roll pin in alignment with hole (25) in the housing. Install pin (23) with the hole of the roll pin close to end (Y) of the pin. Dimension "X" equals 24 mm (0.95 inch).
In order to hold pin (23) in place, install the roll pin in hole (25) .
Put rod end assembly (26) in position on lever assembly (24). Install pin (27) and the cotter pin that holds the rod in place.

Install the control housing through the top of the console.

Check that direction control rod (28) is in front of the cross shaft for the governor control when the control housing is positioned in the console. Install eight bolts (30) that hold the control housing to the console.
Connect governor control rod (29) to the lever.
Connect direction control rod (28) to the lever. Position the cover on the front of the control housing. Install the four bolts that hold the rod in place.

Connect spring (32) to hook (31) in the console and pin (27) on the control housing.

Install cover (33) on the top of the console. Install knobs (34) .
Connect wire harness (35) for the horn switch.

Fasten Tool (C) to the direction control rod. Adjust nut (16) until the direction control rod moves at a force of 21 4 N (4.7 0.9 lb).

Use the following steps to adjust the safety lever.
Move direction control rod (21) to the park position.
Fasten Tool (C) to safety lever (24) .
The force must be 40 5 N (9 1.1 lb) in order to pull the safety lever over the center.
Go to step 24 if the force is correct.
If the force is not correct, remove spring (32) and disconnect rod end (26) from the safety lever. Loosen the locknut. One half turn of rod end (26) will change the force approximately 22 N (5 lb). After the adjustment is made, tighten the locknut on rod end (26). Connect the rod end to the safety lever and install spring (32) .

Install air duct (36) and cover (37) on the control console.
Install knob (38) on the safety lever.

Connect governor control rod (39) to the lever.
