Typically, a -9 diagnostic code (communication failure) is caused by a poor electrical connection. Check the electrical connections between the Electronic Control Module (ECM) and the actuator for the following problems:
Corrosion or moisture on the wiring
Harness damage that is caused by chafing
Harness damage that is caused by excessive heatVerify that each wire is connected to the correct terminal on each connector. Perform a pull test on each wire that is associated with the actuator. Ensure that each connector is completely tight and seated properly. Refer to the appropriate troubleshooting procedure for additional information.
