--------------- END SUPPLEMENT ---------------Description of Change: New basic governor groups (Woodward 3161) are used on the 3500 engines in these machines and the remanufactured 3500 engines for these machines. These new 3161 Governors have a self-contained oil supply. The former 3161 Governors were connected into the engine's oil system. This could allow engine contaminants to collect inside the governor cavity. These contaminants could shorten the governor service life. The use of a self-contained oil supply should result in increased governor service life. Physically, the vented oil fill cap (1), sight gauge (2), and oil drain plug (3) distinguish the new self-contained 3161 Governors from the former 3161 Governors.
Adaptable To: The chart identifies the new and corresponding former 3161 Governors. The new governors are direct replacement for the former governors. The former governors have been canceled. The rework of former 3161 Governors to self-contained governors is not recommenced.

The new 3161 Governor uses synthetic oil (API CF-4 SAE 5W-40 full synthetic). This oil has superior lubricating properties for a wide range of operating temperatures. Because it is a synthetic oil and not subject to oxidation, no oil changes are required for the life of the governor. If filling the governor is required, 136-9642 Governor Oil is recommended.
The customer does have the option to drain the synthetic oil and refill with a petroleum or alternate synthetic oil specific to that engine's application. Petroleum oil may be favorable in marine applications where only one type of lubricant is available for the engine. Care must be taken to ensure that the oil that is used can operate in the range of temperatures that the engine is exposed to. (Remember that the governor oil is independent of the engine oil system, so the governor oil will not be heated by engine block heaters.) For petroleum oil use, it is recommended the oil be changed at the engine half-life.
Because service replacement governors are shipped "dry", the customer must fill the governor with oil before operation. The 136-9642 Governor Oil is recommended, but any oil can be used as long as the above guidelines are followed. The fill volume is approximately 2 L (2.1 qt), or until the oil level is slightly below the top cover gasket as seen through the sight gauge.
General Governor Maintenance
The new 3161 Governor must be checked periodically to ensure that the oil level is maintained. The governor oil level can be checked hot or cold. The oil level is acceptable when it can be seen in the sight gauge. If filling is required, the governor should be filled to a level within 24 mm (1 in) below the top cover gasket.
