Until a permanent solution is known, use the solution that is identified below.Fault code "Throttle Position Signal Abnormal" (91-08) may be generated if the engine Electronic Control Module (ECM) primary and secondary throttle inputs are not set correctly during the commissioning procedure.Problem
If fault code 91-08 is generated during the commissioning procedure and your engine speed signal is coming from the EMCP 3 panel via the J1939 data link, your ECM primary and secondary throttle inputs may not be set to "CAN Input" and "Not Installed" respectively. Solution

If your throttle control is a load sharing module or other device that provides a Pulse With Modulation (PWM) signal to the engine ECM, the problem may be with wiring. Otherwise, follow the procedure below in order to correct the throttle inputs.Procedure
Connect Caterpillar Electronic Technician (ET) to the engine ECM.
On the Service Menu, select "Configuration".
Select "I/O Configuration Parameters".
Check the Primary Desired Speed Input Configuration and the Secondary Desired Speed Input Configuration setpoints.
If a PWM device is used, "PWM Input" should be selected for the Primary Desired Speed Input Configuration and "Not Installed" for the Secondary Desired Speed Input Configuration.
If no PWM device is used, "CAN Input" should be selected for the Primary Desired Speed Input Configuration and "Not Installed" for the Secondary Desired Speed Input Configuration.If the Primary Desired Speed Input Configuration and Secondary Desired Speed Input Configuration parameters are correctly set and the fault code 91-08 is still active on the EMCP 3 display panel, the issue may be a wiring problem or other issue not addressed in this Technical Information Bulletin (TIB). Since the fault code issue covered in this Technical Information Bulletin will be evident during the commissioning procedure, this will not be considered a warrantable repair.
