Set the maximum fuel reference.
Rotate adjustment knob (22) slowly in a counterclockwise direction until tension on the adjustment knob is felt.
Ensure that setting nut (24) is not in contact with locking nut (23). Ensure that adjustment knob (22) remains firmly turned in the counterclockwise direction. Place setting shim (25) between the rear face of the rack set tool group and setting nut (24). Rotate the setting nut in a clockwise direction until the setting shim is held firmly against the rear face of the rack set tool group. Ensure that the adjustment knob remains firmly turned in the counterclockwise direction.
Turn locking nut (23) in a clockwise direction until the locking nut is firmly against setting nut (24). This action locks the setting nut in position. Ensure that the adjustment knob remains firmly turned in the counterclockwise direction. If the adjustment knob has turned in a clockwise direction, repeat Steps 13 through 16.The maximum fuel reference is set.
Remove setting shim (25) .
Rotate adjustment knob (22) by 1/4 turn in the clockwise direction in order to release tension on control linkage (14) .
Disconnect spring (12) from pin (10) of the adjustment rod. Disconnect control linkage (14) from pin (10) of the adjustment rod. Ensure that the setting of the maximum fuel reference on the rack set tool group is maintained.
If the cylinder block will be replaced, perform the following procedures:
Remove two bolts from holes (20) which hold rack set tool group (19) to the cylinder block.
Remove the rack set tool group from the cylinder block. Ensure that the setting of the maximum fuel reference on the rack set tool group is not lost.
Remove the front housing. Refer to the Disassembly and Assembly, "Housing (Front) - Remove" topic for more information.
Install the new cylinder block, the original front housing, and other engine components except for the fuel injection pump. For additional information on installing the engine components, refer to the Disassembly and Assembly.
Perform Steps 12 and 13.
Then, perform the procedure to set the maximum fuel adjustment. Refer to "Maximum Fuel Adjustment".
If a new front housing will be installed, rack set tool group (19) should not be removed. If a new front housing will be installed, perform the following procedures:

Measure the low idle and the high idle settings.
Measure the protrusion of low idle (27) and high idle (26) adjustment screws. Record these measurements. These measurements will provide the basic setting for the new front housing.
Remove the original front housing from the cylinder block.
Install the governor mechanism and the governor linkage in the new front housing.
Perform Steps 4 through 6 on the governor mechanism and the governor linkage in the new front housing.
Install the new front housing on the cylinder block with new gaskets.
Then, perform the procedure to set the maximum fuel adjustment. Refer to "Maximum Fuel Adjustment".
If the original front housing will be installed, then rack set tool group (19) should not be removed. Ensure that the setting of the maximum fuel reference on the rack set tool group is
