Remove clip (13). Use Tooling (A) to slide sleeve (14) away from the governor and toward the cylinder head.
Install Tooling (B) into link pin (15) of the governor output shaft. When Tooling (B) is properly installed, equal lengths of the smaller end of Tooling (B) will extend from both ends of link pin (15) .
Install Tooling (C) onto the smaller end of Tooling (B) in order to help to align link pin (15) .

Remove bolts (16) and the washers. Carefully remove pump (17) so that the fuel control linkage is not damaged. Remove the O-ring seal on governor (17) .Installation Procedure

Install the O-ring seal on governor (17). Carefully install governor (17) so that the fuel control linkage is not damaged. Install the washers and bolts (16) .

Use Tooling (A) to slide sleeve (14) away from the cylinder head and toward the governor. Install clip (13) .

Install cover (12) .
Put hose assembly (10) in position. Install clip (11), the washer and the bolt.

Connect tube assemblies (7), (8) and (9) .

Put bracket (5) and throttle cable (4) in position. Install bolts (6) and the nuts.
Connect throttle cable (4) .

Connect three wires (3) .
Install new tie-wrap (2) .
Connect hose assembly (1) .
Check the fuel setting adjustment.Reference: Refer to Systems Operation/Testing and Adjusting, SENR3583, "Basic Engine Components for 3114, 3116 and 3126 Engines" for the proper procedure.
Turn the battery disconnect switch to the OFF position and remove the key.End By: Separate the steering frame lock. Refer to Disassembly and Assembly, "Steering Frame Lock - Separate and Connect".
