The problem that is identified below does not have a known permanent solution. Until a permanent solution is known, use the solution that is stated below.Problem
The machines that are listed above may experience one of the issues that are stated below.
No start situation or Intermittent no start situation
Cat® Electronic Technician (ET) cannot connect to the engine ECM
Inability to flash the ECM using ERTAt start-up, the machine ECM requests the engine ECM for the engine power rating by CAN communication. If the machine ECM does not receive a response, the E459-2 code will become active. In this situation, Cat ET will also not be able to connect to the engine ECM. This scenario is the most common occurrence of the E459-2. The remainder of this Special Instruction is to troubleshoot this situation.Note: The other least common situation for the E459-2 code occurring is if the power rating for the engine is not correct. Only the C3.8 engine has two power ratings. This engine is in the 272D, 297D, 299D, 272D2, 297D2, 299D2 models. This situation would only occur after installing a new engine in the field. If this situation occurs, the E459-2 code will always be active. In this situation, Cat ET will be able to connect to the engine ECM and verification of the power rating for the machine and engine can easily be confirmed.Solution
To troubleshoot an active E459-2 properly,Engine Rated Horsepower Output Changed confirm the following:

Ensure that all grounds on the engine harness are secure and clean of debris. This includes grounds to frame and grounds to engine block. Refer to Illustrations 1 and 2 for block ground locations.
Ensure that engine harness is not burnt or show signs of obvious damage. If so, replace engine harness.
Remove the connectors from the engine ECM to ensure that there are no bent pins. Also, ensure that the engine harness connector wires are not loose or disconnected from connector.
