The pressure control valve has excessive leakage.

The crossover relief and makeup valve is leaking.
The pump controls are misadjusted or damaged.
The pump is worn or failed.
The steering motor is malfunctioning. Check the following causes:
The steering motor is worn or failed.

Probable Causes
The valve spool in the control valve is not correctly centered. A spring is broken. The control valve spool is sticking.
The implement valve spool does not fully shift.
Cylinder piston seals are failing in the affected circuit.
Makeup valve seals are failing in the affected circuit or the makeup valve has internal leakage.
The quick-drop valve for the lift cylinder is leaking. The bypass valves in the piston heads are leaking.
The wrong control valve for the implement is installed in the valve stack.
The control valve is suspect.
The shuttle valve is stuck or a seal is failed.All Implement Cycle Times Are Too Slow
Probable Causes
The setting for the margin spool in the pressure and flow compensator valve is too low. Refer to Testing and Adjusting, "Pump Control Valve (Steering) - Adjust".
The circuit for signal oil has internal leakage or internal blockage. Check the following causes for leakage or for blockage.
The shuttle valve is stuck or the seals of the shuttle valve are failing.
The seals of the flow control valve are failing.
The plug in the end of a control valve spool for an implement control valve is leaking.
The pressure limiter valve is leaking or the seals of the pressure limiter valve are failing.
The pump control is suspect.
The pump is not operating at full stroke.
