Information:

The event code, 4012-31 for utility breaker failure to close will become active when the following occurs:
The utility breaker or contactor does not change state after the EMCP has requested it to close.The EMCP has activated the digital output designated for the utility breaker. The utility breaker position is not being detected as closed at the digital inputs for Utility Breaker AUX A and/or AUX B.
View active and logged diagnostic codes to determine if there are any other diagnostics that may indicate a problem with the system which may lead to a transfer failure.
Verify EMCP set point for "Utility Breaker Maximum Close Time" event timer limits. Ensure that the timer is set to the appropriate time allotted to complete system transfer.
Wiring: Inspect system wiring for intermittent open circuits and high resistance, loose connections, and shorts to ground in between the EMCP relay or digital output. EMCP relay or digital output is designated for Utility breaker control to the Utility breaker.Test Step 1. Check the Wiring Harness for an Open Circuit or a Short Circuit to Ground
Disconnect battery power from the engine.
Disconnect the wiring harness from the EMCP and utility breaker.
Measure the resistance of the wiring between the designated relay or digital output and the utility breaker or utility breaker control device. If more than 10 ohms of resistance is found, there should be an open circuit or bad connection. Repair or replace the wiring. If less than 10 ohms of resistance is found, measure for battery voltage at the EMCP relay or digital output pin, and utility breaker connection point. If battery power is found at both points, there may be a problem with the utility breaker. If battery power is not present at the utility breaker but present at the EMCP, repair or replace the wiring in between the EMCP and breaker connections.Results:
