Information:
When the electronic service tool will not connect to the "Service Dashboard", use the following diagnostic steps in order to determine the fault.
Connect the 425-6889 Cable As to the service port of the Network Manager and your laptop. Refer to Systems Operation Troubleshooting Testing and Adjusting, UENR3697, "Service Tools" for more information on accessing and using the "Service Dashboard".
If the service tool connects, return the equipment to service.
If the service tool will not connect, proceed to Step 2.
With the 425-6889 Cable As connected to the Network Manager, open "WinFlash" through CAT ET.
If "WinFlash" opens, proceed to Step 9.
If "WinFlash" does not detect an ECM, proceed to Step 3.
With the 425-6889 Cable As connected to the pc, check the lights on the ethernet port on the pc.
If the ethernet port lights are on or blinking, proceed to Step 9.
If the ethernet port lights remain off, proceed to Step 4.
Connect the 317-7484 Communication Adapter Gp to the equipment and open CAT ET .
If the Network Manager is on the data link, proceed to Step 7.
If the Network Manager is not on the data link, proceed to Step 5.
Using a voltmeter check for system voltage on the Network Manager at pin 67 battery negative and pin 70 switched power.
If there is system voltage and a good ground going to the Network Manager, proceed to Step 7.
If there is no power or ground to the Network Manager, proceed to Step 6.
Inspect the wiring from the equipment to the Network Manager. Use the following information to help inspect and diagnose a potential wiring issue:

Wiring has a problem. Repair wiring and return the equipment to service.
Wiring is ok. Proceed to Step 7.
Inspect the wiring from the Network Manager to the service port connector. Use the following information to help inspect and diagnose a potential wiring issue:

Replace the Network Manager. Refer to System Operation Testing and Adjust, UENR3697, "ECM - Replace". Connect to the "Service Dashboard" and perform the "Communication Check".
If the "Communication Check" is successful, return the equipment to service.
If the "Communication Check" is not successful, proceed to Step 9.
Submit any necessary information regarding the steps taken in troubleshooting to a DSN ticket.
