Systems Operation, Testing And Adjusting 3612 And 3616 Diesel Engines, Form SENR3593, Page 52.A new procedure is available to adjust the governor control linkage between the 3161 Governor and the power pad on 3600 Family of Engines. This procedure is presently used during engine assembly. One procedure is used for both in-line engines and vee engines.
Procedure for Governor Adjustment
This procedure DOES NOT apply to 3612 and 3616 Engines that do not have the 7E4393 Fuel Injection Linkage Control Housing.

Illustration 2. Locations of governor linkage on 3612 and 3616 Engines. Before the governor linkage adjustment is made, the fuel injectors must be correctly synchronized. See the subject "Injector Synchronization" in the appropriate Service Manual Module.1. Remove the two plugs from locations (Y) and (Z) on governor control housing (7).

Install the synchronization pin in the governor control housing at location (Z) without the spacer. Tighten the synchronization pin to 10 2 N m (7 1 lb ft).3. Rotate shaft (6) in the fuel "ON" direction until the fuel stop lever is against the synchronization pin. Hold it in this position. Dead weights are recommended, such as 1U8795 Governor Torque Arm Tool installed on the opposite end of the governor terminal shaft where the rod assembly connects.4. Install the indicator in hole (Y) in the fuel control housing. Either an 8T1000 Electronic Position Indicator Group, or the 6V3075 Dial Indicator are acceptable to use. Installation instructions for both indicators follow.a. For the 8T1000 Electronic Position Indicator Group, install the 5P4814 Collet in test port (Y). Slide the 8T1002 Probe with the 5P7263 Contact Point into the 5P4814 Collet until the 8T1002 Probe sleeve bottoms in the 5P4814 Collet. Tighten the collet enough to hold the probe in this position. Attach the probe to the 8T1001 Indicator. Turn the indicator ON and set it to measure millimeters. With the indicator ON, touch the negative (-) button, then touch the zero button. The indicator is now ready to be used.b. For the 6V3075 Dial Indicator, install the 5P4814 Collet in test port (Y). Slide the 6V3075 Dial Indicator with the 5P7263 Contact Point into the 5P4814 Collet. When the contact point seats against the fuel stop lever on surface (B), slide the indicator IN or OUT, until the indicator dial reads +5.00 mm (+.197"). Tighten the collet to hold the indicator in this position. The indicator is now ready to be used.5. Rotate governor terminal shaft (3) toward minimum fuel until governor rig pin (10) can be depressed. Put a 5/32" hex wrench in governor rig pin (10), push IN, then turn it counterclockwise (CCW) until the roll pin locks squarely behind the bracket. Governor rig pin
