Probable Causes
The probable root causes are listed in order below:

Engine rating
Soft cruise control
Poor electrical connections
Battery power or ground to the ECM

Perform the following diagnostic procedures in order:
Certain diagnostic codes may cause poor performance. These diagnostic codes are intended to protect the engine.
Connect the Caterpillar Electronic Technician (Cat ET) to the data link connector.
Check for active codes and/or logged codes. Troubleshoot any codes that are present before continuing with this procedure.
Check the "Advertised Power" for the engine.Note: This step is only applicable to C-12 engines.
Connect Cat ET to the data link connector.
Access the "Configuration" screen on Cat ET.
Check the "Advertised Power" for the engine.If the engine is a C-12 and the engine is rated at 505 HP, then the loss of power may be due to normal operation.
Check for active diagnostic codes. If 166-11 Rated Engine Power Derate is active and/or logged, then the engine has been derated due to normal operation.
If the problem only occurs in cruise control, check the parameter for "Soft Cruise Control".
Disable the "Soft Cruise Control" parameter.
Verify that the problems do not return.
If the problems do not return, the problem was due to normal operation.Soft cruise control provides an 8 km/h (5 mph) operating range around the cruise control set speed in order to provide a smoother cruise control.
Enable the "Soft Cruise Control".
Check the vehicle harness and the connectors. Refer to Troubleshooting, "Electrical Connectors - Inspect".
Check the Battery power or ground to the ECM.
Ensure that the following connectors have been installed correctly:
J1/P1 and J2/P2 ECM connectors
J300/P300 Injector connector
J401/P401 Crankshaft Position Sensor connector
J402/P402 Camshaft Position Sensor connector
Check for the following diagnostic code on Cat ET.
168-02 Intermittent Battery (51)Check the power connections for the ECM and the ground connections for the ECM. If a problem is suspected, wire a bypass. Refer to Troubleshooting, "Ignition Key Switch Circuit and Battery Supply Circuit - Test".
Check for an Electronic System problem.
Connect Cat ET to the data link connector.
Monitor the Fuel Position, the Rated Fuel Limit and the FRC Fuel Limit.While the vehicle is operating under full load, the parameters should meet the following conditions:
The Fuel Position is equal to the Rated Fuel Limit.
The Fuel Position is less than the FRC Fuel Limit.If the Fuel Position is equal to the Rated Fuel Limit and the Fuel Position is less than the FRC Fuel Limit, the Electronics are operating correctly. Go to Step 8.
If the Fuel Position is not equal to the Rated Fuel Limit and/or the Fuel Position is not less than the FRC Fuel Limit, perform the following tests in order:
Connect Cat ET to the data link connector.
When the engine is OFF, turn the ignition key switch to the ON position. Check the boost pressure on the status screen on Cat ET.When the engine is OFF, the boost pressure should be 0 kPa (0 psi).
Monitor the status of the accelerator pedal position sensor. Operate the engine at high idle with the vehicle in Neutral.If the
