When submitting claim for Parts Stock Action, Use the appropriate 99Z as the s/n, the appropriate Service Letter Program Number as the Part number in the Part Causing Failure field, "7751" as the Group Number, "56" as the Description Code.

PROBLEM
Various Reman cylinder packs, Part Numbers 0R1572, 0R1697, 0R2694, 0R4515, 0R7858, 0R8200, 0R8777, 0R8778, 0R9847 and 10R1439, were treated with inadequate corrosion preventative oil. Over time this oil hardens and turns a brown color, which can stain the piston and liner.
ACTION REQUIRED
Inspect the following Reman cylinder packs: Part Numbers 0R1572, 0R1697, 0R2694, 0R4515, 0R7858, 0R8200, 0R8777, 0R8778, 0R9847 and 10R1439. Refer to the attached Rework Procedure.
SERVICE CLAIM ALLOWANCES
Submit one claim for all parts removed from dealer parts stock.
PARTS DISPOSITION
Parts that are not salvageable, can not be used. Return the parts core through the normal Reman core return process. Clearly mark the packs with the service letter number and Attention G.Cartwright/Shrewsbury Warranty.
Rework Procedure
1. Check the package label for Origin Code "E" , Made to Caterpillar specifications in the United Kingdom. Refer to Image 1.1.1. All other packaging codes are not affected and do not need any further action.

2. Remove the cylinder pack from the packaging and inspect for brown, dried VCI oil. Refer to Images 1.2.1, 1.2.2 and 1.2.3.

3. If dried and discolored VCI oil is found on the part, then disassemble the pack and gently clean the parts with a suitable solvent and a scotch bright pad (or equivalent cleaning pad). Take care not to damage the machined surfaces of the parts, or the honed surface of the liner.
4. After cleaning you may find that in the areas of heavy accumulation of the VCI oil there is pitting or severe staining that cannot be removed by cleaning. These parts are not salvageable and must not be used. Return the parts core through the normal Reman core return process. Refer to the Parts Disposition section within this letter.
5. For the cylinder packs that can be cleaned, dry the parts and immediately apply new VCI oil by spraying with 4C-6793 VCI oil or 1U-8809 Rust Preventative Oil.
6. Wrap the cylinder pack in clean plastic or plastic bag and place it back in the box.
7. Mark the box to indicate that you have re-worked the parts to avoid confusion later.
After applying new corrosion preventative oil there may be some "ghosting" in the areas where the prior staining was found as the VCI oil treats the part. Refer to Image 1.3.1. This will not affect the life or performance of the parts, it's only cosmetic.
