Information:

Engine overspeed due to incorrect linkage assembly, adjustment, or "Deadband" could result in personal injury and/or property damage.
11. Tighten synchronization pin (2) to a torque of 10 2 N m (7 1 lb ft).12. Gently rotate the governor terminal shaft toward the maximum fuel position until surface (A) of the lever makes contact with synchronization pin (2).13. Insure the Electronic Position Indicator still reads 0.00 mm (.000"). [If a dial indicator is used, it should still read +5.00 mm (+.197").] If the indicated reading is not correct, repeat Steps 3 through 9. If the indicated reading is correct, continue with the procedure. [If a dial indicator is used, adjust the indicator to read 0.00 mm (.000") before continuing.]14. Check the fuel setting. See "Fuel Setting Check" in the appropriate Service Manual Module.15. Remove the dead weight from the governor terminal shaft.16. Remove synchronization pin (2) from hole (Z) and install in the storage location. Install the plug at location (Z).17. Remove the Electronic Position Indicator (or dial indicator if used) and install the plug at location (Y).18. Before starting the engine, put a mark on the governor position indicator at the point of minimum governor travel. This is the engine off position. It may be necessary to back off the fuel ratio control setting in order to start the engine after this adjustment. To do this, remove plug from the right front corner of the top cover of the governor (as viewed from the end of the governor output shaft). Put a 3/16" hex wrench through the hole in the top cover until it engages the adjustment screw. Turn this screw several turns in the counterclockwise (CCW) until the engine will start.
The engine may overspeed due to incorrect assembly or adjustment, which could result in personal injury, loss of life and/or property damage. Be prepared to stop the engine by activating the emergency air shutoff or closing the air inlet lines.
19. Start the engine and operate it at low idle. Put a mark on the governor position indicator. This is the engine running position.20. The engine running position of the governor must be six degrees or more above the engine stopped position.21. Operate the engine at high idle with no load to be sure that the governor can control the engine.22. It is necessary to readjust the fuel ratio control setting whether or not an adjustment was required to start the engine.Fuel Ratio Control Adjustment
There are two adjustments for the fuel ratio control. One adjustment is the fuel limit adjustment, and the other adjustment is a gain rate that is factory set, and must not be changed.
1. The correct fuel ratio control setting for 3600 Engines with Caterpillar 3161 Governors is +2.00 mm (+.079").2. Remove the two plugs from locations (Y) and (Z) on governor control housing (7).3. Remove synchronization pin (2) from the storage location in the governor control housing. Install the synchronization pin in the governor control housing at location (Z) without the washer.
