Measuring PTO gear backlash is very difficult. Measure the thickness of the old gasket set and install gaskets of the same thickness. This will normally provide the correct end float. Remove the PTO cover plate to gain access to the idler gear and visually check for backlash while rocking the pump drive. If the PTO whines after start up it is likely that there is not enough backlash.If the PTO clatters after start up it is likely that there is too much backlash.
